Is a property valuation tax deductible?

If the valuation was required for loan approval on an income-producing property, the ATO treats it as a borrowing expense. Borrowing expenses are the costs of taking out the loan, and the ATO specifically lists fees for a valuation required for loan approval among them, alongside things like loan establishment fees, lender's mortgage insurance and mortgage stamp duty.
Borrowing expenses are not always claimed in one go. If your total borrowing expenses are more than $100, you claim them over five years or the term of the loan, whichever is shorter. If the total is $100 or less, you can claim the full amount in the year you incur it. So a valuation fee bundled into setting up an investment loan is usually deductible, just spread over time rather than all at once.
Valuation fees for CGT or cost base: usually capital
If you paid for a valuation to work out capital gains tax, or as part of acquiring the property, it is generally a capital cost rather than an immediate deduction. Costs like this can form part of the property's cost base, which is the figure used to work out your capital gain or loss when you sell.
That means you do not claim the fee against this year's income. Instead it is added to your cost base, which increases the base and reduces the capital gain (and therefore the CGT) when the property is eventually sold. Valuations for your own decision-making
If you commissioned a valuation for a private purpose, for example to decide whether to sell, to settle a personal matter, or before buying your own home to live in, it is generally not deductible and does not form part of a cost base you can use. A valuation on your main residence usually falls here, because the property is not producing assessable income and is typically exempt from CGT anyway.
The general rule is that a deduction or cost base treatment needs a connection to earning income or to a taxable asset. A purely personal valuation does not have that connection.
A note on managing your tax affairs
There is a further category worth mentioning. Some costs incurred in complying with your tax obligations can be deductible as a cost of managing your tax affairs. Whether a particular valuation fee falls here, rather than into the cost base, depends on exactly why and how it was incurred. This is one of the areas where the answer genuinely varies with the facts, so it is worth asking your accountant which treatment applies to your valuation rather than assuming.
